That's almost certainly the fan. Sometimes they make that noise when the bearings start to go out. Next time it's making the noise, tap the center of the fan and see if it stops, or at least changes tone momentarily. The good news is that the fan is easy to replace.

I'm certainly no expert, but isn't 215C too hot for PLA? Hatchbox lists 180C-210C as the range, and I've been printing their white PLA at 195C.
