Yes, it would draw the heat away from the heatbreak towards the heatsink more effectively with the paste between the heatbreak and the heatsink. So to me that means a cooler heatbreak (at least the top portion) and therefore less likelyhood of jamming. That how I see it, when looking at the cutaway ...

I think I figured it out. It seems to be fibreglass sleeving with a silicone coating. I ordered some 20mm ID sleeve for my E3Dv6 (searched for "fire sleeve 20mm" on ebay), to protect the block from being cooled by external fans.
