Did you enable EEPROM_SETTINGS in the Configuration.h file? The default in Marlin is for that to be disabled which wouldn't allow for setting changes / updates via G-Code.
I've since moved to automatic bed-leveling with a BL-Touch, but this to me sounds like what your issue may be.

I found buildtak to be too "grippy" and ended up ruining it more times than not because it simply wouldn't release print. It's a lot like how PETG will grip to PEI really well in that regard, and what I do with the PEI is to put glue stick over the PEI when working with PETG to help it release. Mayb...

My successes is with the various combinations for PLA: - Glass with Kapton tape applied. - Glass with hair spray (Aquanet) applied. - Glass with PEI.
