My biggest problem with PEI is that large parts pull it off the plate and then you get air pockets under it that won't come out. If the air pockets are near the sides or run all the way to the edge then you can push the air out the edge, but an island of air trapped in the middle is virtually imposs...

PWM is a pretty common way to control speed on DC motors and should be very responsive to different pulse widths on any DC motor. If it is not working then I would suspect the software isn't implementing it correctly.

Doh! Only after taking everything apart and bench testing the cable do I figure out that the extruder fan is Fan1 and not Fan0. I was thinking each connector on the extruder junction box had a unique connector on it that prevented you from plugging things into the wrong spot, but I guess the two fan...

The extruder still works, so that rules out a blown fuse on the rambo. My guess is broken wire in the cable, but if it is a blown fet or something on the board I'm just going to wire the damn thing direct to power rather than buy a new board. I got it to stick using a 4 line brim on a 100c plate which was scuffed with 320 sandpaper. My printer just aborted the print half way through though, which I've only ever seen happen from the extruder hitting the max temp. This is a harder material to work with in my opinion. Hairspray and a 110* bed is what I have run. Can't comment on PEI, I can't get anything to stick to PEI. I print on MIC 6 only. Have you tried lower bed temps? I couldn't tell any difference between 70 and 100, but waiting for the bed to reach 1...
