I am not sure about Hatchbox TPU; there is information about other flexibles in other threads. If you intend to print the two different filaments on top of each other, the nozzles have to be the same height. If you are just using one, it is OK to have the one not printing higher.

From the extruder temperature, I presume you are using PLA. Are you using the cooling fan? At which layer? One thing you can check is the Z-height. What are your Layer1 and Layer2 Z-heights, as you print? I usually see 0.18 on Layer1 and 0.38 on Layer2, which is what I want ,(0.20 difference), for a...

What is your bed? Kapton tape on glass? Is it possibly not clean enough? Off hand, it appears your initial gap between bed and nozzle is too large. The threads of filament appear more round than they should be if they were being squished enough. You might try adjusting your Z-axis knob to reduce/fin...
