Have you carried out an extruder calibration? You may be under extruding, which can lead to a rough vertical surface texture. Also, if your nozzle is blowing off steam while printing, then your filament has picked up humidity from the air. Use a fresh batch while you dry it out.

OpenSCAD will import DXF files. From there, it's a very short script away from getting a linear extruded model. It might be more suitable, as it is light weight, free and open, and scriptable.

That is a different issue entirely. What you're seeing is PLA curling (I'm assuming you're printing in PLA) in overhangs. This happens when the filament isn't cooled off fast enough, and is a common issue when printing with PLA. First step is to make sure your bed fan is blowing 100% throughout your...
