Oh wait.....try it on a different circuit and see if you still have the problem with the voltage when the computer is plugged in. (Different room.) :) (Where the heck are Ed and Tim when you need them?)

Strange problem, and just thinking out loud; is the ground wire on the outlet the laptop is plugged into actually grounded? I have a laptop power supply plugged into a two-wire extension cord, eliminating the ground, and at times I can feel "buzzing" with my hands on the aluminum laptop. It never does this on any of the other power supplies around the house because those ones are properly grounded.

My laptop only has a 2 plug. I have another laptop that I'm going to hook up later and see if I have the same problem. I did try multiple outlets and all are doing the same thing.

Just checked with my other laptop and also my raspberry pi. My other laptop i'm seeing a voltage again. The raspberry pi i'm not seeing a voltage but the arm test i'm still getting shocked. I may need to contact a electrician. But I do have one concern. With using the metal rambo case the rambo is installed down with 4 4-40 metal screws. Shouldnt the rambo be mounted with nylon screws?

Ok I have figured it out.... Took apart my outlet to find that the ground wire was not hooked up. Go figure....

Good that you found it! (probably not the best way to do it though!)

lol yeah it was a shocking experience.... Just glad I have it fixed now. I have no idea how I didn't locate it before. I had 2 other printers plugged into the same outlet and never experienced the problem before.
