I ordered it pre-cut to 7.95in by 9.95 inch, hopefully I will not have to screw with it after that
if I do then I guess I could attempt to file it or try and find a machine shop...

Angle Grinder will do the trick. Use tape on the "printing surface" to act as a guide line. The with the angle grinder and a sanding disk, slowly work the sides down to the tape lines.
Another member also did this, but they only worked on the area near the corners. When I did this, I did the entire length. Results are the same.
