Why are these top layers so bad?

My prints are flawless... except for whenever I print the top layers on slanted surfaces. See here: http://imgur.com/a/rERL0#QpUJRO0 and http://imgur.com/1Sb67R1

I use slic3r 1.0.0RC3, pronterface, M2 (of course), and PLA. I can post my slic3r settings if that helps.

Nothing seems to fix this, even at 30% infill. I have tried 100% cooling, different brands/ premium brands of PLA, more and less perimeters, more and less top layers, higher and lower print speeds, different nozzle temps, different extrusion widths, updating slic3r, and confirming the bed is level.

100% cooling all the time makes the gaps/ rips less intense, but doesn't make them go away completely.

Has anyone had this issue? I'll do just about anything to fix it.
