Z-wobble next to holes...

Using an M2 Rev. E (SE) w/ 0.35 nozzle and eSUN ABS+.

I've been trying to print a replacement M2 stock cooling fan bracket. I have an issue getting rid of banding/z-wobble next to holes. I've tried everything...upping retraction, adding a small negative extra restart distance, reducing printing speed all the way down to 10mm/s, reducing print width all the way down to 0.30mm, decrease layer height to 0.10mm. Nothing works to get rid of this z-wobble!

Do any M2 owners out there have this problem? If so, how have you solved it?
