Visible layers and startpoints

Hi everyone, I recently printed out this low poly pokemon and I am seeing a ton of visible layers and blobs (see attached image below). I am using default MG M3 Independent duel settings which are the following:

Speed: 3500 mm/min
layer height: 0.2mm
use randomized start points for all perimeters
I do not use an ooze shield or prime pillar (I am sure this probably helps) but are there any other settings I can adjust to fix this? Do I need to adjust my retraction settings?
I use simplify3D and my retraction settings under "tool change retraction" are
- retraction distance: 2 mm
- extra restart distance: -0.5mm
- tool change retraction speed: 10000mm/min

Lower your extrusion multiplier by 0.02, and align the seam.
