I noted that concentric Vs rectilinear made a difference, that may be what we are seeing.

Yes, that is the difference. You have concentric top infill. I would use rectilinear with this model.

Also, your support density is 10% except for the top 3 layers. I don't know if 3 layers is enough to recover from that low a density. If you look at the gcode preview, you will see that it's trying valiantly to place the dense layers over basically nothing. Bring that up to 20%, even 30%, or use more dense layers.
