As a museum professional, I can tell you that a lot of museums (and libraries and archives) are in with the Open Access movement, where we try to release everything we can with little or no rights restrictions. There will always be plenty of things where the artist or the artist's estate will be in control of the copyright, but there are even more things in the public domain.
Here at the Minneapolis Institute of Arts we're hoping to release our data about the artwork in our collection with a CC0 license, because we've written that information and the rights are ours to give away, but photos (faithful reproductions) of art in the public domain are also public domain. We haven't started talking about scan data, but I think we'll start having that conversation soon, as we (and you) get better at scanning.
