Did a double take on the current project and decided to tweak this setting first. Curious thing - the original print was working great, but the measurements would suggest that I was over extruding as suggested. For example, a 2mm wall was coming in at 2.3mm. When I switched the E value back and used the .9 value, my 2mm wall came in at 2.13mm which was closer to the intent, but meant that the part I was putting inside (an Arduino with an LCD shield) was now rattling rather than providing a snug fit.

In an effort to further tune the extrusion multiplier, I have now applied it as ( 2 / 2.13 ) * .9 = 0.85 (or thereabouts). Since the print is still running now, I haven't checked if the tweaks to the inner dimensions I've attempted are correct, but the wall is now bang on (I paused and measured it). Looking good so far - will know shortly if the rest has worked out, But does this approach sound reasonable?

Now you're close to the spirit of the thing!

You adjust the Z Offset to put the nozzle at the correct mechanical Z position, set the actual filament diameter, adjust the Extrusion Multiplier so the extruded thread matches the slicer's expectation, then dink with your models to get the desired clearances based on an accurate printer setup.

I think a printer that produces accurate results makes everything else easier, because every model can use consistent adjustments; the printer configuration doesn't depend on the model.

More importantly, I can measure the printer setup and adjust it accurately, without reference to any particular model, and get consistent results for everything I print. Running a set of five thinwall calibration squares tells me everything I need to know about platform alignment, Z Offset, Extrusion Multipler, and overall machine health: all the measured values correspond to the adjustments that control them.

Works for me, anyhow.

You are measuring a 2mm wall, so you are measuring multiple perimeters at once. In order to measure just the extrusion actually, you should measure a single thickness wall.

Well, that's what I was doing and getting 0.40mm (with maybe a +/-1 0.01mm discrepancy at worse) with both the modified E value and the default one with a multiplier of 0.9 (haven't checked since modifying it to see what it comes in at now). The discrepancy between the requested 2mm and the resultant 2.3mm or 2.16mm was not evident from a single wall test, and it seems like it shouldn't be that large.

But that was actually the question anyway - should I expect to get a 2mm wall if the model has a 2mm wall? Should I change the extruder multiplier accordingly or do nothing there and make allowances for it in the model?

Thanks Ed - I'll give the 5 thin wall cube a shot - sounds reasonable to me.
