You're sure it's heating? (Might have to try some hairspray or gluestick. It should stick to the PEI unless you got oils on it.)

I am going to let it cool down then give it a wiping with some IPA.

I went over the MIC6/PEI with the 1000 grit sand paper again and then wiped it down with a damp paper towel, dried it and then with some IPA. I set the Z Adjust height to make sure my first layer has some force/squish into the bed. PLA is adhering well. Will try ABS again here in a few.

Seems to be sticking well now. Must have been a film of oil or something preventing adhesion. Thanks to all for the help!
