Power issues

I have an older M2 w/dual Extruders… circa 2010ish.
I woke after an overnight print to find that the print failed and machine stopped with what seemed to be strange noises coming from the M2. After investigation the power was at 14v, and the power supply was acting strange when cycled… abnormal clicking noises from inside the PS. I swapped out with a new PS and problems, albeit different problems persist.
After the PS swap, now when I start a print the bed begins to heat then it immediately shuts down. I can cycle the PS, and start over but the same things happening. I assume the Heated bed is shorted and tripping the PS.
Before I go any further, can anyone shed light on my issue or how to check the heated bed?
