New RAMBO but no power supplied to bed, help.

I recently replaced my RAMBO, updated firmware from previous working version and included at end of message. M2 12 volt heated bed. Power is supplied to Heat 1, verified 12 volts, LED4 is on and the bed temperature in Simplify 3D reads 20 degrees. The When the M140 S60 command is sent there is no power flowing through Heat 2-Bed port, 0 volts, connected or unconnected. Checked bed for resistance and reading 1 ohm.
At this point I'm stumped. Help
I Print in PLA and these settings worked fine until I fried my board.
