Heat Creep/Soak?

'ello.

I have a V3B hotend and it is acting up. What part of the hotend should be the hottest? At 260C: my nozzle is warm, my heater block is warm, and my GrooveMount is about to catch fire. As in over 300F.

Is this normal or indicative of a problem?

The nozzle should be the hottest. Turn the machine off. Go look at the PM reply i sent you and take a look at the bottom drawing here - had a bit of trouble finding it, but I knew it was out there:

You'll need to cut the filament above the hotend before you can get the drive off.

Furthermore, should I be seeing hotspots on my heating block? As in most of it doesn't get about room temp.

Heh. It's all good. I mean, yeah I cracked it but it isn't bad enough to effect printing. Once I get this sorted I'll just make another.

Screw the whole thing. I'm just going to upgrade to the V4.

It's a good upgrade to make - much easier to get the V4 hotend out of there and reset the Z-stop with that one. :)
