Not getting smooth top in calibration square

You're not still trying to run that at 100% infill, are you? (Optimum is 60% to 80% for strength - but the excess PETG needs a place to go - into the spaces between the infill. And at 100%, you'll pick up threads.)

Post your FFF file so we can take a look at it - there's no way to tell from just the photo.

Im printing at 15% infill...maybe that's the issue? I made some more tweaks to the top layers and am printing now. If this still comes up bad I'll send the FFF

Yeah - try over 25%. (too little also bad - stuff can slump.)
