Use more top layers!

The first few will be raggedy, but half a dozen (or so) layers should smooth the top surface.

If the model doesn't have space for more top-surface layers, perhaps a different infill pattern can provide more uniform support?

Ed,

I really want to believe you own one of those 30-wheeled Russian army trucks. Why 30 wheels? Because 28 kept getting stuck in the mud.

Count the 3D printed parts
But, yeah, when the only things you print look like brackets, your life is much simpler.
