Use more top layers!

The first few will be raggedy, but half a dozen (or so) layers should smooth the top surface.

If the model doesn't have space for more top-surface layers, perhaps a different infill pattern can provide more uniform support?

Ed,

I really want to believe you own one of those 30-wheeled Russian army trucks. Why 30 wheels? Because 28 kept getting stuck in the mud.
