No, it doesn't appear to be. I think it's intended to be wired to PWR_ENABLE on a regular power supply. There is also something called a SUICIDE_PIN which is undefined but serves a similar purpose.
M80 and M81 are supposed to be "turn on power supply" and "turn off power supply". Based on the default assignments, M80 drives pin 4 low, and M81 drives it high.

I have video of it working but this forum does not seem to allow videos. Any ideas? I have tried AVI and MP4 with no luck.

I think the attachment size here might be an issue, in addition to the file type. Probably just best to post the video to YouTube and post a link to it here.
