They are the same thing, but a skirt is generally not attached directly to the print.

A skirt is a (few) outlines printed around the outside of the main print. They print before the main print, to get the nozzle primed and flowing well. It's generally only 1 layer height tall and is usually detached from the main print by a few millimeters.

You always want to print a skirt before starting a print - it primes things.

A brim is the same thing as a skirt. but it is directly attached to the print (0 mm Offset from Part), and it performs a very different function. If the part to be printed has a small "footprint", (if there is not much actual contact with the surface of the heated bed), a brim of multiple layers(2) and outlines(as many as needed) can be attached to the part to keep it from warping up as the part prints. (It helps to hold it in place better.)

Brims have to be removed from the part after printing though, so they are usually reserved for tall column-like or top-heavy prints, or thin walls that have trouble sticking to the bed by themselves.

A Raft is generally used when a part has a curved or uneven bottom surface in contact with the heated bed plate. The raft actually prints underneath the base of the part entirely, and they equalize the uneven surface so the object can be printed.

Rafts are a royal pain to remove though, so use them only if you have to.

The Prime Pillar and Ooze Shields are only used with Dual Extruders.
