First layer blistering when using PEI / BT

I'm encountering some blistering, for the lack of a better term, when putting down my first PLA layer on PEI or BuildTack. I typically don't have much of an issue with smaller parts, but larger surface areas are a different story. Anyone seen this before? The extruder is set to 215 and the bed at 60. Am I printing with the extruder temps too high? I typically use Verbatim PLA.

I have had similar problems when my bed was not clean enough. I have not used BuidTak, though...
